[Faculty] Leave-reporting and approval requirements for UAW-represented academic appointees

Dear Colleagues,
I am writing to you about leave-reporting and approval requirements related to our UAW-represented academic appointees, as well as about the agreement reached with the UAW on this issue. As noted in the attached joint statement from the University and the UAW, the parties acknowledge the expectation that UAW-represented UC employees will record whether or not they took absences/leaves by using the University's time and attendance systems on a regular and consistent basis. The joint statement also notes that the University will make training available for UAW-represented employees and will not discipline employees for failure to engage with time and attendance systems until Spring 2025. This grace period will allow employees to access training and ensure that supervisors are aware of the agreement.
With this agreement in place, we have resolved questions and uncertainty around whether UAW-represented academic appointees should be reporting their absences/leaves in the time and attendance system, and what consequences may be appropriate for an employee who fails to do so. For faculty who are Principal Investigators or Instructors of Record, we know this has been a frustrating process with often conflicting information circulating. Thank you for your patience throughout this process.
As we move forward, faculty serving as Principal Investigators, Instructors of Record, and other roles listed as approvers in the time and attendance system for UAW-represented employees, should review their direct reports' submissions ahead of the monthly submittal deadline, and either approve or request a correction to what was submitted. When encountering incidents of non-compliance of time and attendance reporting, approvers should consult with Labor Relations and Academic Personnel on the next steps. Taking these important steps will help us honor our agreement with UAW and, most importantly, ensure that pay is aligned to work consistent with the award of federal grant funds and the allocation of State funds committed to the University as a public trust.
