[Msoadm] Important Update on UCOP Assessment Charges and NCT Transfers

Good afternoon,

I wanted to provide an important update regarding the UCOP Assessment charges and the handling of NCT transfers. After recent discussions and careful consideration, we want to clarify the following:


  1.  No Manual NCT Transfers for UCOP Assessments: UCOP Assessment charges must not be moved between functions using the NCT tool, nor will paper NCTs be accepted for these charges. Units are responsible for ensuring that expenses are correctly charged by the year-end, based on the appropriate COA (especially function), which will prevent the need to change anything other than the fund and activity when the UCOP Funding Assessment . Annually UCOP must report to the State of California how the UCOP Assessment will be paid by function and so we cannot have departments moving the expense to other functions.


  1.  Budget Adjustments in Oracle Budget: There is no restriction on moving budgets between functions in Oracle Budget, as opposed to the previous restrictions in UCRFS. Units should take advantage of this flexibility to ensure accurate fund allocation by year-end.


  1.  Upcoming Changes for FY26 - Fund 69993: Starting in FY26, we will be charging UCOP Assessment costs on any expenses left on Fund 69993 on 6/30 to the Org's central office activity in the primary use fund. Please focus on posting payroll to accurate COAs and expediting the move off of the default fund. Please plan accordingly as we approach FY26.
