PPSM-21: Selection and Appointment Policy Revisions





On Monday, August 3, 2026, the University of California, Office of the
President (UCOP) released a revised version of PPSM-21: Selection and
Appointment. This policy underwent a technical review to clarify the
requirements of Section III.E (Staff Employment Misconduct Disclosure) in
line with guidance on timing requirements for the UC personnel file review
and the UC allegations of misconduct review. Edits were also made to
Section VII (Frequently Asked Questions). These revisions are now in effect.


Who The Revisions Impact


The revisions apply to policy-covered employees in the Professional &
Support Staff (PSS), Managers & Senior Professionals (MSP), and Senior
Management Group (SMG) personnel programs. Sections III.A through III.B do
not apply to SMG employees.



Revisions


Updates to PPSM-21 include:


   -

   Clarifications to Section III.E – Staff Employment Misconduct Disclosure.
   -

   Addition of new FAQs #1, #2, and #3, and removal of the previous FAQs #1
   and #2.
   -

   Editorial and technical updates to improve clarity and align
   implementation guidance.

UCR Local Procedure 21

UCR's Local Procedure 21: Selection and Appointment is currently in draft
and is being updated to align with the revised systemwide policy.
Additional communication will be provided once the local procedure has been
finalized and published.
