Local Procedure 21: Selection and Appointment - Review and Comment Period





Dear Campus Partners and MSOs,

On August 3, 2026, the University of California Office of the President
(UCOP) released a revision to PPSM-21: Selection and Appointment. As a
result, the Central Human Resources Talent Acquisition and Policy teams
revised Local Procedure 21: Selection and Appointment and created an
additional supplement to the local procedure to better align with UC
requirements. This review and comment period provides HR Campus Partners an
opportunity to provide comments and ask for clarification before the
procedure is finalized.

Background

Local Procedure 21 provides campus guidance for the selection and
appointment of staff employees and outlines responsibilities and processes
associated with recruitment and hiring. The proposed updates include
revisions and clarification related to areas such as:

   -

   Staff Employment Misconduct Disclosure requirements and processes
   -

   Reference checks
   -

   Background checks
   -

   UC personnel file and allegations of misconduct reviews
   -

   Hiring eligibility considerations
   -

   Roles and responsibilities throughout the selection and appointment
   process
   -

   Vendor-related process changes

As part of this update, detailed guidance related to reference checks,
background checks, and staff employment misconduct disclosure was separated
into a supplemental document to streamline Local Procedure 21 and provide
clearer operational guidance.

Next Steps

Please review the attached draft documents and consider:

   -

   new or revised requirements and processes
   -

   potential impacts to your organizational unit or current practices
   -

   areas where additional clarification may be needed
   -

   operational or implementation considerations

Please use the attached spreadsheet to submit your comments. Comments
should be submitted to CHR at HRpolicy at ucr.edu no later than 5:00 p.m. on
Friday, October 2, 2026.

We will also review the proposed changes during the Local Procedure 21
Updates Training on: Tuesday, September 15, 2026 from 2:00 - 3:30 p.m. A
Zoom invitation for the training has already been sent. If you did not
receive the invitation and would like to attend, please contact
HRpolicy at ucr.edu. We appreciate your time, thoughtful review, and continued
partnership as we work to finalize these updates.
