[Students] Free Speech Principles at UC Riverside - Time, Place and Manner Policy

Hello Highlanders,

I hope that you had a most enjoyable summer! Welcome back to campus for our returning students and welcome to incoming students.

I am writing to inform you that free speech principles are a foundational pillar at UC Riverside. We encourage all UCR students to advocate for their views while abiding by state and federal safeguards that provide an inclusive, welcoming space for dialogue, debate, and discourse.

The California legislature requires the University of California to ensure consistent implementation and enforcement of California Senate Bill 108<https://freespeech.ucr.edu/senate-bill-108> and its related policies. I direct your attention to three UCR campus policies, highlighted below, specifically related to free speech activities, camping, and the authorized posting of printed and associated materials:


1. Time, Place, and Manner Policy<https://policyking.ucr.edu/home/policy/66cf77528d54f6db8c3cb3d9>

<https://policyking.ucr.edu/home/policy/66cf77528d54f6db8c3cb3d9>This policy identifies the allowable parameters of free speech activities on campus.

Key provisions of this policy include but are not limited to:


  *   Allowing expressive activities on campus grounds but not inside buidings (without prior authorization).
  *   Protecting the ability of members of the campus community to enjoy free movement on campus, without being blocked or obstructed by expressive activities.
  *   Prohibiting people from concealing their identity (such as by wearing a mask) when done to intimidate or to conceal identity and avoid accountability.
  *   The Time, Place and Manner policy also references other policies relating to expressive activities and other uses of campus grounds and university property, including UCR's Policy Prohibiting Camping on University Property<https://policyking.ucr.edu/home/policy/66cf77298d54f6db8c3cb3c9> and Student Posting<https://policyking.ucr.edu/home/policy/66cf77018d54f6db8c3cb3ba> policy.


2. Policy Prohibiting Camping on University Property<https://policyking.ucr.edu/home/policy/66cf77298d54f6db8c3cb3c9>

<https://policyking.ucr.edu/home/policy/66cf77298d54f6db8c3cb3c9>This policy has been established to protect the health and safety of the campus community and access to and security of university facilities and property. It governs academic and staff employees, students, registered student organizations, organizations not affiliated with the University, and all other individuals on or in university-owned or managed property or facilities in accordance with California law.

Key provisions of this policy include but are not limited to:


  *   No person shall camp on university property without prior written authorization.
  *   Camping includes, but is not limited to, tents or other temporary shelters, tarpaulins (tarps), cots, beds, sleeping bags or pads, camping mats, pallets, hammocks, and cooking/warming equipment.
  *   This policy applies to all property and facilities owned or managed by The Regents.
  *   The Vice Chancellor for Planning, Budget & Administration and Vice Chancellor for Student Affairs (or their designees) will review requests and grant authorizations when deemed appropriate.

<https://policyking.ucr.edu/home/policy/66cf77018d54f6db8c3cb3ba>This policy applies to printed materials such as flyers, posters, signs, banners or flags, brochures, decals, stickers, and any similar materials drawn, painted, or otherwise hand-produced, which this policy refers to as "Printed Materials." The policy mainly sets rules for how, where, and when Printed Materials may be posted, hung, or otherwise mounted or displayed on UCR buildings and grounds. It also covers chalking and other writing, drawing, and projection.

Key provisions of this policy include but are not limited to:


  *   Most postings require prior approval, and posting is prohibited in certain locations.
  *   Size and number restrictions ensure that posting space is available to multiple users.
  *   All printed materials must be easily removable and may not damage surfaces or other university property.
  *   Chalking, painting, and similar non-permanent markings are permitted under specific guidelines.

Violations of these policies will be addressed under applicable policies and procedures, including (but not limited to) referral of students to applicable disciplinary processes.
