The National Science Foundation, or NSF, has announced a cap of 15% on the facilities and administrative, or F&A, portion of research grants. The Association of American Universities, or AAU, the Association of Public and Land-Grant Universities, and the American Council on Education have filed a joint suit<https://www.aplu.org/news-and-media/news/statement-of-aplu-the-association-of-american-universities-and-the-american-council-on-education-regarding-their-legal-challenge-to-the-national-science-foundations-cut-to-critical-research/?mkt_tok=NjAzLVVSVy0xMjcAAAGaQa8QxDKpo8FMM486UeZsGYbRkFgRJzShbEpTZCFQ7nCkNz6I0BVK_4jQMfiO3DJlSBGRwGDo9zOrgRPkUGgINOsvCbhctSB0xfIKvklqndI> with 13 universities challenging the NSF F&A reduction. This is similar to the proposed cap to National Institutes of Health, or NIH, and Department of Energy F&A funds. Judges have issued restraining orders against both of those directives.
The NSF has also frozen funding for all new and existing grants, impacting billions in research dollars, following the termination of numerous NSF grants in past weeks.
A budget proposal<https://www.whitehouse.gov/briefings-statements/2025/05/the-white-house-office-of-management-and-budget-releases-the-presidents-fiscal-year-2026-skinny-budget/> from President Trump would eliminate the National Endowment for the Arts, or NEA, and the National Endowment for the Humanities, or NEH. This follows recent moves by the NEA and NEH to lay off employees and cancel grants. Congress has final authority over the president’s budget proposal.
With no prior notice, the administration revoked and then reinstated the legal status of some international students on the Student and Exchange Visitor Information System, or SEVIS. About a dozen current or former UCR students were previously impacted.
