Dear Campus Community:



The American Federation of State, County and Municipal Employees, Local
3299 (AFSCME) Union has provided formal notice of a strike and picketing
activity by members of the Service (SX) unit and Patient Care Technical
(EX) Unit. The strike is scheduled to take place at all UC medical centers,
campuses, and the Lawrence Berkeley Lab. The AFSCME 48-hour strike will
commence at 12:00 a.m. on November 17, 2025, and conclude at 11:59 p.m.
November 18, 2025.



The California Nurses Association (CNA) has also provided formal notice of
a sympathy strike and picketing activity by members in the Registered Nurse
(NX) unit in support of the primary strike by AFSCME. The CNA strike is
scheduled to take place at all UC locations where NX bargaining unit
members are employed. The 48-hour strike will commence at 4:00 a.m. on
November 17, 2025, and will conclude at 3:59 a.m. on November 19, 2025.



Some critical campus services may be impacted during this time. If there
are any questions regarding the information provided, please contact the
specific business unit listed or the Employee and Labor Relations
Department at Labor.Relations at ucr.edu.





*Central Human Resources*

The New Staff Orientation and Union Orientation scheduled for November 18
have been rescheduled to December 2.  All other HR operations will continue
as regularly scheduled with no anticipated impacts or interruptions.



*University Extension*

All University Extension operations will continue as regularly scheduled
with no anticipated impacts or interruptions.



*Campus Veterinarian’s Office:*

Scheduled services will continue without interruption.



*Student Health Services: *

Student Health Services will be open during regular hours, 8:00 a.m. - 5:00
p.m., however, will only have limited services available on November 17 and
18. We will have no scheduled appointments and limited walk-in services
available during our extended hours of 5:00 p.m. - 7:00 p.m. These extended
hours are subjected to change if we have no providers available to cover
these services. Services that may be impacted include X-ray, pharmacy, and
lab services. Due to staffing shortages, the lab will have no availability
for walk-in lab appointments and potentially no on-site testing.
After-hours support lines will remain open as usual.



*Counseling and Psychological Services:*

Counseling and Psychological Services (CAPS) will be open during regular
business hours, 8:00 a.m. – 5:00 p.m. After-hours support lines will remain
open as usual.

*Case Management:*

Case Management will be open during regular hours, 8:00 a.m. – 5:00 p.m.

*SWIFT Crisis Response & Intervention:*

SWIFT will continue to operate during normal business hours, 11:00 a.m. –
8:00 p.m.



*UCR Health Clinic Services:*

All UCR Health Clinics will remain open for regular business.



*International Students and Scholars*

International Students and Scholars will remain open during normal business
hours on November 17 and 18 and does not anticipate any disruption of
services.



*Facilities Services:*

Facilities Services will continue, to the best of their ability, to
maintain service levels with the staffing available.  Custodial &
Housekeeping and Landscape Services operations are the services most likely
to be impacted.  On November 17 and November 18, Facilities Services will
focus on building security (unlocking and locking facilities); health and
safety issues, including trash removal; and providing setups for scheduled
events. Please contact Facilities Services if you have a critical need that
is related to health and safety concerns.

*Central IT Services*:
ITS remains committed to providing campus IT support, including support for
the School of Medicine and UCR Health. ITS will continue to operate during
regular business hours (8:00 am to 5:00 pm). Please be advised, however,
that response times may be longer than usual due to staffing shortages. We
kindly ask that Highlanders prepare for possible delays in support related
to:



●       Campus Support Services (ticket and phone support)

o     Student computer labs and IT Support Services stations in Rivera,
Orbach, and SCC will remain open for onsite support

●    SOM/UCR Health Client Support Services (including onsite/remote
support and high-level system checks)

o      UCR Health and instructional support issues will be prioritized as
the team works to address all support requests

●    Multimedia (AV) support for events, maintenance, and equipment
installation

o      Response to general assignment classrooms for multimedia support
remains unchanged

●    Project work and new service requests

o   Priority will be given to work required to maintain current service
levels.

●    Networking and telephony support

o   Priority will be given to work required to resolve issues in the event
of a service disruption



*Mail Services:*

●        All mail may be delayed by approximately 2 days

●        Departments may retrieve their mail from Mail Services (optional)

●        Express, perishable and priority mail will continue to be
delivered on the same day

●        Please drop off emergency mail that is critical to be sent out the
same day at the Highlander Service Station or Mail Services building

*Shipping & Receiving:*

●        Receipt and delivery of Office Max, FedEx and Amazon to the campus
shipping and receiving location is expected to continue as normal

●        There may be a reduction in the packages delivered by UPS or other
unionized delivery companies

●        Individual deliveries will be sent directly to offices or
laboratories and may experience delays during this time

*Digital Print Services, Logistics Services, R’Card Office and Highlander
Service Station:*

●        Digital Print Services jobs may be delayed by approximately two
days

*Transportation Services:*

Fleet and parking operations will continue as regularly scheduled with no
anticipated impacts or interruptions. There will likely be re-routing of

*Campus Housing:*

All communities, housing area front desks, as well as the Housing Services
Administration Building, will remain open for normal business and hours.
Custodial operations will continue but in a reduced format on *November 17
- 18*; urgent/time sensitive maintenance issues will be responded to on a
priority basis.

*UCR Libraries*

Rivera Library and Orbach Science Library will remain open for regular
business.
