*ACTION REQUESTED: Please review campus climate policies, procedures, and
resources *

TO: All UCR students, faculty, and staff

In compliance with *California State Senate Bill 108 (2024)*
<https://freespeech.ucr.edu/senate-bill-108-2024>, campuses within the
University of California must annually notify the campus community of our
mutual commitments to a healthy campus climate.

This annual notification also provides an opportunity to reaffirm a shared
commitment to UC Riverside’s *Principles of Community*
<https://documents.ucr.edu/chancellor/Principles_of_Community.pdf> and the
UC system’s *Anti-Discrimination Policy*
<https://policy.ucop.edu/doc/1001004/Anti-Discrimination>, reminding all
students and employees of their rights and responsibilities regarding free
expression on the UCR campus.

Universities play a vital role in fostering environments where ideas can be
exchanged freely and constructively. UCR is committed to providing avenues
for students, faculty, and staff to express their perspectives—whether
through classroom discussion, scholarly research, campus forums, or
peaceful demonstrations. These engagements are central to academic inquiry
and the development of civic responsibility.

At the same time, the university must act to ensure that freedom of
expression does not come at the expense of safety and belonging. This
includes protecting our community from harassment, threats, impediments to
access classrooms and other facilities, and violence of any kind. UCR
policies must comply with UC, state, and federal policies and laws that
protect expressive activity, safeguard state and federally protected
identities, and ensure timely and equitable access to our campus for all.

The goal is to sustain a campus climate in which freedom of expression and
the right to belong are not at odds—but mutually reinforced.

*All campus community members *are asked to review the information on this
*website* <https://freespeech.ucr.edu/senate-bill-108>, which outlines
policies, procedures, and enforcement practices in accordance with state
requirements, the Principles of Community, and UCR’s institutional values.

*All incoming UCR students are also required* to review the *Discourse and
Free Expression Training*

and
understand the relevant policies, including understanding the *UCR Student
Standards of Conduct*
