UC Policy PPSM-2.210: Absence from Work
This communication is to inform you of recent revisions to UC's PPSM-2.210: Absence from Work policy and the Pay for Family Care & Bonding Employee Consultation Period. Please note, while the information appears to mirror the same communications they are in fact separate areas of PPSM-2.210 which pertain to leaves.

PPSM-2.210: Absence from Work (AFW) Policy
The Absence from Work Policy has undergone a technical review to comply with state revisions to The California Family Rights Act (CFRA), which became effective on January 1, 2021. While this information was communicated to Human Resources representatives in January, the AFW policy is updated with the necessary language.

   *         The following changes to CFRA will affect Family and Medical Leave (FML) administration at UC:

o   Expanding the category of family members for whom an employee may take leave to provide care to include grandparents, grandchildren, siblings;

o   In addition, CFRA is expanding the category of children for whom an employee may take leave to provide care. The child no longer has to be under 18 or an adult dependent child; and

o   Expanding the reasons for which leave may be taken to include Qualifying Exigency Leave. Qualifying Exigency Leave is leave taken because of a qualifying exigency related to the covered active duty or call to covered active duty of an employee's spouse, domestic partner, child, or parent in the Armed Forces of the United States.

      *         The policy was revised with:

o   Technical and clarifying edits, for compliance with the legal requirements of CFRA effective January 1, 2021, and corresponding updates to FML implementation parameters;

o   Typographical and/or stylistic amendments, including: alphabetizing Definitions; using acronyms after first reference, capitalizing or spelling out numerals per THE UC style guide; and deleting links to old policies;

o   Removing any existing gendered pronouns and replacing them with gender-neutral language; and

o   Fixing formatting and/or typographical errors.

The revised policy is available for review and for reference on UCOP's website at http://policy.ucop.edu/.

PPSM-2.210: Absence from Work - Pay for Family Care & Bonding Employee Consultation Period
Last month, a communication regarding Pay for Family Care & Bonding was distributed for management consultation/comment. UCOP reviewed those comments, incorporated additional changes, and now this is an opportunity to further comment and give staff employees an opportunity to provide comments on the proposed changes.

   *         The proposed revisions to PPSM-2.210: Absence from Work include but are not limited to:

o   Language that describes the new Pay for Family Care Bonding option, which will be implemented on July 1, 2021;

o   Substitution of Paid Leave Benefits for Unpaid Family Medical Leave (FML)

o   Pay for Family Care and Bonding (PFCB);

o   PFCB Calculation; and

o   Pay and Benefit Considerations.

   *         Draft documents:

o   The proposed policy revisions are attached for your review in a redline and clean version.

   *         Employee Consultation and Review Period:

o   Comment period March 24, 2021 - April 22, 2021.

Staff employees in Professional & Support Staff (PSS), Manager & Senior Professionals (MSP), and Senior Management Group (SMG) personnel groups who wish to provide comments on the proposed revisions may submit them to: HRPolicy at ucr.edu<mailto:HRPolicy at ucr.edu> by Thursday, April 22, 2021 at 5:00 p.m.
