[Senate] Interim Policies Related to Expressive Activities on Campus

Dear Colleagues,

Please see the information provided below via UCR Chief Compliance Officer Kiersten Boyce about interim policies related to expressive activities on campus. I encourage you to review the policies (attached) and send any comments to policy at ucr.edu<mailto:policy at ucr.edu> by September 22, 2024.


  *   700-20 Policy Prohibiting Camping on University Property
  *   700-50 Posting Policy for Students
  *   700-70 Expressive Activities; Time, Place and Manner Regulations

Note that the policies are open for revision in consideration of future Senate comments, even if the dates will be after the date they came into effect.

Good afternoon,

I wanted to make sure that the Senate was aware of three policies currently posted for campus notice-and-comment:


  1.  A policy prohibiting camping on campus (note that camping was already prohibited by California penal code).
  2.  Revisions to UCR's time, place, and manner regulations, which are rules about when, where and how demonstrations and other expressive activities may occur. These revisions strengthen and clarify the protections for people to enjoy free movement on campus, by limiting the ability of those engaged in expressive activities to impede access to buildings etc. The revisions also improve the structure and readability of the policy. Of particular note to faculty, the revised policy specifies that it does not apply to expressive activities that are part of any academic program. And as always with time, place & manner restrictions, these are NOT based on the content of speech/the message of expressive activities. This helps ensure that the rights and privileges of UCR faculty (as well as students and others), including academic freedom, are respected.
  3.  Revisions to the student posting policy, a policy that applies to students and student organizations in hanging posters, flyers, banners, etc.

 I and other members of my staff would be happy to meet with any Senate committees or members with questions about these policies, and also will carefully consider any comments received during the posting period.

These revisions were developed in consultation with the CPCG, which includes Senate representation.
